It is but those are the locations where it can randomly spawn at.

The Yellow Parts, The Panel Components, are found on the Tire, the Shelf, Inside the pot near the other shelf in spawn, and under the stairs to upstairs from spawn.

The Gray part, The Panel, is found in a free locker or near an arc, laying in plain sight near the hallway.

The Red Part, The Panel Lever is found near Juggernog, Being either below the stairs between the barrel and box, under the stairs, or up the stairs, with the level being on the shelf near Juggernog or next to the barrier on the same spot.
